See my original bug report: it (version 5 anyway) uses <dt> (definition tags). They look properly opened and closed.
(my rough view of the HTML suggested there was a lone </p> when generating Octave-Forge HTML: but I haven't run it through a validator to double-check---unrelated to this hack).
