It's no harder to install a new autoconf on MacOS X than on any other system, but of course it is a barrier. Well, if we want support for autoconf <2.60 then we would need to tweak the gnulib modules. If it is easy to upgrade to autoconf 2.60 in macosx I think it is a reasonable requirement for builders.
