Can you run `ls -l /cygdrive/c/Users/Tommy/` in Cygwin? Since you are running rdiff-backup under Cygwin, we need to see how Cygwin is presenting the permissions to rdiff-backup.

When you run Cygwin, do you right-click and run as administrator? That is necessary to give the Cygwin environment your administrator privs.

The problem is almost certainly with how Cygwin is presenting the permissions to rdiff-backup, which then faithfully replicates those same permissions on the destination. If you were using the native version of rdiff-backup (the .exe, not built in Cygwin), then rdiff- backup would read the Windows ACLs, like icacls does, and give your account the correct permissions.
