[rdiff-backup-users] "--compare-hash-at-time" question

Hi,

I'm still testing rdiff-backup 1.3.3 under WindowsXP.

Before my backup process is started I need to know -- is the contents of the source directory changed since last backup (files and directories were added or deleted, contents of the files were changed).
At the same time, the files' and directories' attributes (date/time, acl and the others) changes must be ignored.
I see that the "--compare-hash-at-time" option doesn't provide such comparing behaviour.

Is the way to do this in rdiff-backup?

And, the second question is why rdiff-backup prints the message
    Fatal Error: Destination dir backup does not need checking
when I run
   rdiff-backup.exe --check-destination-dir backup
?
The "Fatal Error:" prefix looks very threateningly in the log.
