I've changed tactics. The installer is now floppy based. :)

I now have a new boot disk, and an updates disk that will work with Red
Hats official disks, while letting us make modifications to the install
process.

Just copy the image files to disk, and use dd to create floppies.
dd if=filename of=/dev/fd0 bs=1440k should do it.

At the syslinux prompt, enter 'linux updates mem=16M'
The installer will then run, and prompt you for the updates disk.

It's rather a hack at present, but appears to work in at least as little
as 16M. I don't have time tonight to test it more. I'll post anaconda
diffs as soon as it is cleaned up. (Not tonight) :)

The installer will use our updated comps file and our modified install
classes.

Please give it a try, and let me know?
