I stand somewhat corrected. Someone had posted earlier that a machine 
they tested was using most of the cpu for kswapd with 8M of RAM.

I just did another 12M install, using a kickstart file and enabling swap 
right after the updates were loaded. (Included a script in the anaconda 
updates to do all the work)
Power on to reboot was 34 Minutes.

I rebooted with mem=8M and the machine is reasonably responsive. I was 
easily able to install several additional packages from the cd. I ran 
depmod -ae, to work around the cd bug in the release, and that did take a 
moment or two before it completed.
I'm installing the kernel-{source,headers}-2.4.9-21 rpms now. 
Attempting to login on a second VT while the kernel-source was installing 
was an excersize in futility, however. Took a full minute to get a 
password prompt. I'll try a kernel build overnight.
