The policy is in plase because someone from the Webmasters must check
(at least initially) that the group meets our criteria.  Only 5-10% of
all groups get listed, unfortunately.  So such a check is not just a
matter of bureaucracy; it is common knowledge that you can't reliably
check your stuff.  Someone else can.  That's why code reviews/audits are
a good thing.

This is another reason for the procedure to be in place -- it first gets
processed by the FSF people, who record the group no matter what happens
next (for the not-so-new wiki-style human resources page; I can't
remember the URL), and then they move the ticket to webmasters.
