Your project was approved. Could you please make sure the
software you'll produce can be run with PHP3 ? The PHP4 license
contains embarassing restrictions (although it is Free Software, one
cannot distributed modified versions, only original version + patch)
and using PHP3 is the only way to pressure for a license change.
