Please reconsider this decision. To quote
http://www.gnu.org/licenses/license-list.html#GPLIncompatibleLicenses:
"This license is an incomplete statement of the distribution
terms for LaTeX. As far as it goes, it is a free software
license, but incompatible with the GPL because it has many
requirements that are not in the GPL."

The LPPL is needed for this LaTeX package. "If you wish to
use another license that is not listed, let us know and we
will review these requests on a case-by-case basis."

Conclusion: the only way for you to be hosted on savannah would be to get a way 
for this package to be licensed under a GPL-compatible license.
