Oops, I'm sorry, I added the canned answer for "no tarball" instead of
"licensing info missing".

Anyway, the canned answer for "licensing info missing" is also
inappropriate (I was probably really tired...). 

In fact you really included licensing information in each file,
which is correct, but the copyright owner mentionned is the FSF.

Do you really, legally, assigned copyright to the FSF? To be legal,
several things need to be done (signing papers etc).

In many case, the easier solution is to remain copyright owner. 

So, please, correct the copyright holder or confirm that you already
assigned legally the copyright to the FSF.
