Well, from the messages I've read in savannah-hackers I got the impression
that it is not an official part of Guile. I do not think that the maintainer
of Guile is aware of this package. Also, notice that the same author
registered another similar project (guile-fftw) which was approved in the
non-GNU area. I think the two projects are on equal footing regarding GNU.

Look for instance to a small part of "fgrep gnome maintainers" (the complete
list is long, and I do not include any e-mail addresses):

gnome - desktop project (remote) - Miguel de Icaza <address@hidden>
gnome-core, gnome-libs, gnome-terminal - Miguel de Icaza <address@hidden>
gnome-db (remote, gnome) - Michael Lausch <address@hidden>, Rodrigo Moya 
<Moya_Rodrigo/address@hidden>
gnome-games (remote, gnome) - Ian Peters <address@hidden>
gnome-media (gnome) - Tim Gerla <address@hidden>
gnome-nethack (for gnome) - Gnomehack <address@hidden>
gnome-panel (gnome) - George Lebl <address@hidden>
gnome-pim (gnome) - Federico Mena <address@hidden>

Each Gnome sub-projects is listed separately and a maintainer's name is
listed. If "gnome-kinyarwanda" is listed in Savannah as a GNU project, we
should expect someone from the GNU project to ask us "who is the official
maintainer of gnome-kinyarwanda and why isn't he listed in the maintainers
file? has he been appointed by Richard Stallman?"

By the way, what is the gnomecc project? I could not find any information
about it.
