It not a *pre*requisite - in that case, you project would have been
rejected.
Instead, it's some kind of courtesy.
We would like you
- to know our view on the subject
- to to let people know our view
But you may
- do not care about our view, and just accept
to help us by sympathy
- disagree and refuse to help us about that
Sure, we would be glad if share our view, but it's up to you. I have
no sympathy for dictatorship :)
(But note that Savannah shouldn't be consider as a country - people
have the right choose to be or not to be part of it.)
