  Debian Developer (DD) and Debian maintainer (DM) is two different
position. First person - is official member of Debian team and to
become DD you must pass long procedure and i think you don't need it
to maintain swarm and some other packages. To become DM you only need
packages maintained by you in Debian repository. And to upload you
packages from personal repository to official you need a sponsor
(someone from DD who chech you package and upload it to Debian). If
you want to include Swarm in Debian repository

  As Nima Talebi already point - one swarm source package can produce
multiple binary packages for libs, docs, java and gnu-step versions.
But this part of Debian packaging is most complicated.
