How difficult would it be to release new versions in such a way that
upgrading to any specific version would be optional?  If a cumulative list
of changes in each version of Swarm is included in each release, it
shouldn't be too difficult to move from any version X to a new version Y,
skipping any versions in between. Those who want to upgrade immediately
could do so; others could wait until a future release.
