Let me see if I understand this, /bin/sh.exe should be a copy of bash.exe
and NOT the sh.exe that comes with Cygnus?  First, if this were a problem
then swarm-1.1 shouldn't work, and it does.  Second, to be sure, I copied
bash.exe to /bin and renamed it sh.exe and ./config failed.  Is that what
we really want?
