Try configuring like so:
LDFLAGS=-L$xpmlibdir CPPFLAGS=-I$xpmincludedir ./configure
Where $xpmlibdir is the path where libXpm.{a,so} can be found and
$xpmincludedir is the path where xpm.h can be found.
