CYGFS is set by the Swarm 1.3.1 installer, not by the Cygwin B19 installer.
The Swarm 1.3.1 Installer asks the user to point it at where Cygwin is
installed, and then sets this in the environment.
In the Swarm 1.4 installer, the question is not necessary because
CygwinB20 puts install path information in the registry. However, the
Swarm 1.4 installer does go on to set CYGFS because it is still a
convenient way to locate the tools (e.g. in Emacs and in shell
scripts).
