1.4 & NT .. incomplete install!??!

hi,

I'm just trying to install Swarm 1.4 under NT and the installShield
thingy does seem to install everything! Most importantly, the entire
<SWARMHOME>/etc tree is missing .. making it .. humm difficult to
compile anything. I had some suspicions:

Swarm_1.4.exe   ->  4,591 K
Swarm_1.3.1.exe ->  10,402 K

is there something missing here or has swarm suddenly become slimmer!
mmm .. maybe I should downgrade back to B19 and 1.3.1 in the meantime.

I'm installing on NT 4.0
using cygwin B20.1

any help appreciated.
