Is SwarmFAQ outof service?

 i am trying to connect to Paul's SwarmFAQ, but Netscape says to me
"Forbidden

You don't have permission to access /~pauljohn/SwarmFaq.html on this
server.
"
Are there some problems on Paul's Computer?
