What works for me on NT4 is to put X:\Swarm-2.1\bin in PATH under
Start/Settings/Control Panel/System/Environment/User, and to add
swarm.jar as a library in JBuilder3 under Run/Parameters/Paths.

You might try importing jheatbugs instead, just as a sanity check.
