Here is a build of expect 5.26 for Swarm:

   ftp://ftp.swarm.org/pub/swarm/binaries/w32/expect-5.26.tar.gz

To build it from source, you need to have Tcl/Tk sources handy.
Configure like so:

  ./configure --prefix=/Swarm-2.1.1 --with-tclconfig=/Swarm-2.1.1/lib 
--with-tclinclude=/src/tcltk-20000610/tcl/generic
