execution error: can't find file cygtcl80.dll

Hi:

I just installed Cygwin and Swarm-2.2 (lastest version).  To test it, I tried 
to run the example heatbugs program.  I can compile it, but upon execution, an 
error message says that file cygtcl80.dll was not found.  I searched cygwin 
and Swarm-2.2 folders and it's not in these two folders.  Anybody know how to 
solve the problem?  Thanks in advance,
