It appears to me you do not have a lot of experience with software and building programs. So I'd say that you should not be trying to build swarm at all. You should try to get Cygwin running, then take a copy of Swarm-2.2 pretest version 6, untar it, and make the setup changes recommended in the FAQ.

I think the only change you need to make is to remove the Cygwin tcl/tk package and install the one I annnounced in here yesterday.

For a new user who knows nothing about the ins and outs of building GNU software, you are going at it the wrong way. And the src/needed directory in ftp does not have stuff you need, generally it has stuff other people needed in the past.

So please consult the FAQ again and see about installing the 2.2 pretest.

OVer the weekend, I will see if I can't build an updated snapshot for you against the current cCygwin distro.
