You don't say what OS you have?

I'd use these RPMS I built for RedHat 9 if that is what you have:

If you use RH9, and you need to compile swarm yourself, here are some tips.

1) you can't use the gcc they deliver. gcc-3.3 is needed. or 3.0.4. Just not 3.2 2) install jikes, tcl/tk, and the jdk from Sun. It is vital to have emacs, gperf, make, and it will complain what else you are missing. Last I checked, you need autoconf-2.52,which differs from the one they distribute. I thing the automake 1.6.3 is OK, I think libtool 1.5 is OK.

3) get the src.rpm file I provide open it up, get the spec file. It shows all the specific commands that are used to build the beast. There is nothing to fear.
