FWIW we request that LilyPond PO files are encoded in UTF-8, but another way for package maintainers who use the TP is to convert the PO files they get to UTF-8 charset when committing to the sources.
But not all consoles are set that way, by a long shot. So it's not anything that can be relied on ...
We needn't rely on the terminal encoding for LilyPond manuals, all we need in this case is outputting HTML to files encoded in UTF-8, which Reinhold has figured out.
