Only the japanese one is. The other are in plain texi, with accents
as @-commands:
'Contents' => 'Table des address@hidden',

I hope too. But currently in texi2html there aren't too many translations
since no error messages are translated, only the document strings.

I guess it is 'gettext-like' work to figure out the console encoding,
once it is in use.
