That would be mostly useless.

Any self respecting internet nuisance has a low-cost dialup access or
a dynamic IP cable-modem. So IP banlist is essentially as good as
nothing.

Moreover, if some nuisance use the same address group of some
legitimate user (e.g. using the same regional ISP), that may translate
to access problems for the legitimate user.

So IP banlist is actually worse than nothing.
