Dear VRS developers,
I have built a alpha-untested version of the phlib for cygwin.
Not the code headers say that it is unrelease code of netfluid, I have
just ignored that, I am treating the code as under GPL and have posted
bins, src and all that jazz.
This has been autmakified for cygwin libtool and dlltool building.
The makefile.am is not perfect and produces warnings that can be
ignored.

The result of "make dist", but does not include the xl_config.h that I
hacked... sorry it will be in the next release.
