First regarding assigning an IPv6 addres, I don't know.  This would be
a question for the FSF admins.  The Savannah Hackers control the
machine but the network is under the administration of the FSF
admins.  I am sure that providing IPv6 addresses is on the todo list
but I don't know the priority.

There are GNU mirrors that have IPv6 addresses.  The full list of
mirrors:

  http://www.gnu.org/prep/ftp.html

Here are a few IPv6 mirrors.  I am sure there are others.  These are
simply the ones that I was able to quickly pull out of the above list.

  http://mirror.team-cymru.org/gnu/
  http://mirror.anl.gov/pub/gnu/
  
Please try the above ones.  Check the list for others.  Please let us
know if these IPv6 mirrors work for you.  Or if they don't.  It will
help others who also only have IPv6 networking.
