I can't figure a best way out for you, but provide some hints:
Basically, the concept of --prefix still applies,
and LC_ALL, LANG variables are used if they exist in the environment,
and if not, then locale info as set in Control Panel->Regional Settings
is used via Win32 API calls.
I recommend you check gettext sources out and grep WIN32 in
gettext-runtime/intl directory (esp. localename.c),
also README.woe32 should be helpful.
