Issue 7 says this:

By default, the jobs utility shall display the status of all stopped
jobs, running background jobs and all jobs whose status has changed
and have not been reported by the shell.

And Issue 8 draft, this:

By default, the jobs utility shall display the status of all
background jobs, both running and suspended, and all jobs whose status
has changed and have not been reported by the shell.

The latter, which seems to be a paraphrase of the former, sounds as if
`jobs' is supposed to report on jobs other than stopped and
asynchronous ones. Which is not true, no shell does it and no one
expects it.
