I agree that's a problem. Perhaps we can revisit this
the next time the issue comes up (as I expect that it
might with Emacs). If Emacs, coreutils, etc. would
use the hypothetical new gnulib-tool switch, that
could be enough to address the problem of testing,
since these packages (well, coreutils anyway :-)
do a pretty good job of testing on their own.
