Currently we create accounts manually.  And they can only be used
through Subversion's svn client, unfortunately not through the web
interface (it doesn't yet support specifying the user credentials that
it will pass to Subversion's lib_svnclient).

We do this for some pages (those with the svnwiki:frozen property,
right now just the index page).
