You can do

#+AUTHOR: Fred
#+AUTHOR: Astaire
#+AUTHOR: and Ginger
#+AUTHOR: Rogers

The values are simply concatenated before passing to the exporter.

Can we concatenate with "\and"? Sure. But not by default or it would be
a breaking change.

In fact, you can already concatenate with "\and" when exporting
subtrees:

(push '("EXPORT_AUTHOR" . "\\and ") org-property-separators)

then

* This is test
:PROPERTIES:
:EXPORT_AUTHOR: John Doe
:EXPORT_AUTHOR+: David Stefanson
:END:
Text.
