Cfengine is not able to see the difference between /etc/hosts and DNS,
since the operating system places an abstraction "gethostsbyname" in between.
The order of lookup is determined by some ordering policy, typically
in a file such as /etc/nsswitch.conf or /etc/hostconf or something
