I can guess such method:

./new.txt:
        echo $@
         # get full path and strip current dir to get relative path:
        echo $(patsubst $(shell echo $$PWD)/%,%,$(abspath $@))

  $make ./new.txt
make
echo new.txt
new.txt
echo new.txt
new.txt
