If I specify a branch code consisting solely of digits, the branch code is
silently truncated into the null string because of Bug 138.

When the user notices a problem and goes into branch edit, he/she can see the
branch with a name but no code. When he/she tries to edit the erraneous branch,
a blank form (instead of one that has the correct library name) is presented.
