There's no single convention and I don't think many GNU packages include the full license text everywhere. Each practice has its pros and cons, but they all can be made legal and compliant. In my opinion the SFLC hybrid solution is the best:

In summary, you keep a short stub in every file that points to the correct license at the root.

Also the project includes some csv files that I extracted from some xls files published by a governmental agency. If I put a single license file at the top of the project, will it apply to the resources files too ?

Can we assume that your project's license and those files' original licenses are compatible?
