They are not mutually exclusive objectives

Damages obtained from violators can be used in various ways:
- they force other companies to think more carefully
- the money can pay for more legal efforts
- the money can be given to the developers who originally produced the
GPL code, which indirectly encourages developers to use the GPL more
frequently

Some people will argue that financial incentives to use the GPL are
troublesome for other reasons, but please start another thread if you
would like to discuss that.
