Flagging a tie as "cross-staff" seems rather indirect.

The problem is that the Y-extent of the tie is
 (Y-extent . ,grob::always-Y-extent-from-stencil)
where 'always' means before or after line-breaking,
but the stencil depends on whether the stem is up or down, and in some  
cases we put the cross-beam below both staves, in others we knee the beam  
between the staves.

Unless somebody beats me to it, I'll suggest a patch along the lines of
 \override LaissezVibrerTie #'Y-extent =  
#(ly:unpure-Y-extent-from-stencil '(-0 . 0))
 \override RepeatTie #'Y-extent = #(ly:unpure-Y-extent-from-stencil '(-0 .  
0))

Beware that issue 881 no longer needs the 'pure-print' or  Y-extent  
solution, so check something like { f\laissezVibrer feses }
