Follow-up Comment #3, bug #47696 (project octave): This works for me on Windows 10 with Octave 4.0.1 (instructions e.g. [1]). You have to select "Microsoft Windows Based Script Host" for .m files. Check whether the description changes to "GNU Octave Script". If this is not working for you: Did you use the installer or the zip-dist? Maybe this is something the installer registers? Try to re-install using the installer.exe from here [2]. However, a new Octave instance is opened each time I double-click a .m file.
