Follow-up Comment #4, bug #47696 (project octave):
I reinstalled 4.0.1 using the same installer as the first installation.
Afterward the script host option appeared in the open with dialog, and
selecting it has corrected the issue. (I don't think the option was present
before the reinstall. May have resulted from uninstalling 4.0.0.) I must say
that selecting this option as the default program is hardly obvious, and I
think it ought to be offered as an step during installation. I leave it to the
community to decide whether to pursue this any further.
BTW the opening of a new Octave instance on each double-click was also the
behavior in 4.0.0.
