I grafted the changes that update to Qt5.15.2 to the release branch of MXE

@Anonymous (original reporter): Could you please try with a build from
octave.space from tomorrow 2021-Aug-22 or later if the GUI is starting
correctly for you. Please test with any of the builds but "default-w64". (We
already know that the latter works for you.)
