Follow-up Comment #23, bug #61017 (project octave):

another item you could check (although this may be trivial relative to the adb
output)

with the process hanging, in Task Manager, under Details, right click and
select Analyze Wait Chain.  Does anything appear.  

I would suggest making sure there's only one octave-gui process hanging when
you do this, so they don't interfere.
