Follow-up Comment #2:
In linux mint mouse preferences dialog, there is an equivalent setting which
works for most applications but not for Qt based ones. This seems to be a know
issue [1] and the workaround when running X is to change the XCURSOR_SIZE
environment variable before starting octave
XCURSOR_SIZE=50 octave --gui
See attached screenshot.
Don't know if there is an equivalent workaround for Windows, sorry.
I marked this bug confirmed for "any" system since I can reproduce it on linux
as well.
