Yes. mingw32 has automake and autoconf and all the tools and they work for 
paragui (with version 1.0.0 or so). I got a dll and could compile the test 
programs but they never worked for me. seg fault at xxxx. debugged it and the 
fault was caused in LogVA(...). 
I now use VC.
