I'm reasonably confident that we're using recoding characters
correctly.   There are a few ways you can influence the behaviour of
character recoding to get around wierd system behaviour.

     What I need is something so I can see what the NLS settings are in PSPPIRE
     when it runs on mswindows. Is this possible?

Perhaps some diagnostic features could be added.  What settings do you
need to know?
     
     There was a patch so psppire wouldn't write psppire.txt to the default
     directory on mswindows. Was this patch pushed to the stable version?
