I just double checked it to be sure. That message from Ctrl-A goes only
into the internal network, but gets displayed in the cluster message
list.
The idea behind Ctrl-A is to use it either as a reminder for yourself
if you work without an external cluster or have a second station
scanning the bands while only listening and providing spots for the
main operator.

I see three possible ways to fix that:
a) Let Ctrl-B format the cluster message and send it (we loose the
ability for quick general cluster messages; we can still send them via
<:packet>message<:>)
b) Have a key for sending a spot message and a key for a general
cluster message (not sure if another key is a good idea).
c) Let Ctrl-B format the cluster message, but show it to the user and
allow editing before the message gets send (Flexible but would need at
least a second key press - enter - besides Ctrl-B for just sending the
spot.)
