Eu traduziria isso como:
"Licenças para obras que expressam opinião"
Primeiramente, devemos traduzir "works" nesse contexto como "obras".
Segundo, "estabelecer" pode implicar em mais do que simplesmente
afirmar um ponto de vista.
Terceiro, acho que "opinião" está mais próximo do sentido nesse
contexto que "ponto de vista".
