Yes, there can be standalone service providers. They still need to be
running to do anything (they will be started automatically, but never
stopped).

No. A service (the kind you'll find in the services menu) takes
something the user selected, does something with it, and returns
something to replace the user's selection. You can skip either taking
something or returning something, but a service must do at least one of
them, and it deals with what the user selected or is editing.

What you want here seems to be a standalone helper tool or library, not
a "service". (This doesn't prevent you from using DO or the pasteboard
to pass around information.)
